As part of its mission, the Institut national de santé publique du Québec (INSPQ) has a mandate to promulgate and build on knowledge and expertise in the field of public health. Legally, the Institute is a recognized educational institution pursuant to section 7.6 of the Act to promote workplace skills development and recognition (R.S.Q., c. D-7.1). In connection with this mandate, the INSPQ has established the Skills Development unit under the Research, Training and Development Branch.

In October 2007, the Comité sur l'immunisation du Québec (CIQ) tabled a report entitled “Prévention par la vaccination des maladies attribuables aux virus du papillome humain au Québec” [Prevention of diseases caused by human papillomaviruses through vaccination]. At the time that report was being drafted, only one vaccine – Gardasil – was authorized for sale in Canada. The report did not directly compare the Gardasil and Cervarix vaccines.

The literature review undertaken for this science advisory report demonstrates that there are currently a number of effective mental health promotion and mental disorder prevention measures. Moreover, some of these measures, particularly those targeting children and youth, are already part of the province’s public health services program. The evaluation of the Programme québécois de dépistage du cancer du sein (PQDCS) is based primarily on the analysis of performance indicators as defined in the PQDCS guidelines. Methods were initially developed to measure performance indicators at the provincial level and then in individual regions. The goal of this report is to develop an approach for the measurement and comparison of performance indicators at the screening centre level.

Key Messages

Generally, users of primary care have a favourable opinion of their experience of care. Organisational and geographical accessibility remain the aspect that is the least favourably perceived by the population. We should be concerned with the fact that residents of urban areas in general, and Montréal in particular, have a poorer perception of their healthcare experience.
